Client: Trans Tasman Resources Limited (TTR)
Industry: Seabed Mining
Services: Consent Applications, Hearing representation
Assignment: TTR engaged Argo as the lead environmental consultant to coordinate applications for marine consents under the Exclusive Economic Zone and Continental Shelf (Environmental Effects) Act (2012) (EEZ Act) to mine and process iron sand off the South Taranaki Bight.
Our Role: Argo coordinated the 2014 round of applications including helping develop the consenting strategy around the operational constraints of project design and undertaking a full environmental risk assessment.
Argo prepared the Impact Assessment and application documentation provided in support of marine consent applications.
Argo produced an Environmental Management and Monitoring Plan which covered predicted environmental effects, environmental drivers, baseline information, operational management and monitoring and reporting and review procedures. The baseline information gathered covered coastal process, sediment characteristics, water quality, benthic habitat, underwater noise, marine mammals, fish behaviour and biology, fisheries resources and commercial fishing, recreational fishery, social impacts and iwi impacts. Argo also compiled the list of suggested conditions for the TTR resource consent proposal. In addition to this, Argo managed the witnesses and coordinated the evidence from experts for the hearing with the Environmental Protection Authority (EPA) in 2014.
Since 2015 Argo has been assisting TTR with its re-consenting programme as TTR and the EPA come to grips with the new legislative hurdles embedded within the EEZ Act.
