Background:

In 2016 the Tongan Government announced that Tonga’s renewable energy target is to reach 70% renewable generation by 2030 and that by the year 2035 Tonga should be able to reach its 100% renewable energy target.  The Tongan Government assisted buy the World Bank has determined that associated initiatives must avoid or minimise environmental and social impacts consistent with requirements under Tongan legislation.

Assignment:

ARGO was commissioned to prepare Guidelines and Codes of Environmental Practice (COEP) for new renewable electricity (RE) generation and new electricity infrastructure projects in Tonga.  The documents were developed to help stakeholders to understand and navigate through the approvals process relating to land and the environment, and they were commissioned under the auspices of the Tonga Energy Road Map.

The Guidelines describe the overall development process in terms of current Tongan environmental laws, regulations and other legal instruments, how they are currently implemented; and how a common approach can be adopted between Tongan requirements and the safeguards policies of various development partners.

The COEP address the following matters and are intended for both “Major” and “Minor” RE generation and new electricity infrastructure projects in Tonga:
