In mid-2015 Open Country Dairy Ltd (OCD) sought resource consents from Waikato District Council (WDC) and Waikato Regional Council (WRC) to construct and operate a dairy processing plant at Horotiu, adjacent to the AFFCO Horotiu meat processing facility.
Land use consents were required from Waikato District Council; regional consents were required from Waikato Regional Council.
The proposed development, involved the development of a milk powder processing plant with an output capacity of 16-20 tonnes per hour. Design involved construction of plant buildings within which driers, boilers, various storage facilities and administrative facilities would be located. Associated activities included vehicle movements, storage of hazardous substances, discharge of contaminants to air, and disposal of storm water and domestic waste.
Open Country Dairy engaged Argo as lead Environmental Consultant in a programme to apply for resource consents for the construction of a proposed $160 million dairy factory adjacent to the AFFCO Horotiu Meatworks near Hamilton, New Zealand. Argo’s role involved regulatory agency liaison, preparing the Assessment of Environmental Effects (AEE) and application documents, and coordinating a range of specialist inputs including:
- landscaping effects
- hazardous substances
Argo also undertook aquatic surveys of the waterways on site, liaised with the council, prepared application documentation and negotiated consent conditions. The consent application was dealt with by way of limited notification and consent was granted without submissions.
